August 28, 2006

Members present: Chairman Dale Padgett, Vice-chairman John E. Bamberg, Secretary Sheri
Seigler and Trustee Stacey H. Long.
Absent: None
1. Call meeting to order: Chairman Dale Padgett called the meeting to order and
asked the audience to repeat the Lord’s Prayer.
2. Notice to Media: In accordance with the S. C. Code of Laws, Section 30-4-80
(e), as amended, the following have been notified of the time, date, place and agenda of this meeting:

3. Approval of Minutes
The minutes of July 24, 2006, were approved as presented.
4. Approval of Policy Manual Revision: SCSBA
Vice-chairman John Bamberg made a motion and Trustee Sheri Seigler seconded to accept Section A – Foundations and Basic Commitments and Section B – School Board Governance and Operations of the district’s revised policy manual as presented by South Carolina School Boards Association. The motion passed 4-0.
5. Student/Staff Recognition
Ms. Cynthia Tucker, media specialist at Richard Carroll Elementary School - Campus B, received a $6,000 EIA Teacher grant to be used for innovative strategies in the library. Ms. Tucker was awarded 100/100 points from both grant application raters.
6. Superintendent’s Report
· The district received a $50,000 grant from Blue Cross and Blue Shield that will be used to pay for a second nurse and implement a MAPPS (Medicaid Adolescent Pregnancy Prevention Services) program at the high and middle schools. Janice Wrightenberry will operate the program.
· The district will implement a MAP (Measure of Academic Progress) program and Jamee Barnes, teacher from Ehrhardt Elementary School, is the chairperson. All Language Arts and Math teachers attended a training session on giving diagnostic tests. MAP testing is 90% accurate and it shows where children would score if they
were to take the PACT test today. Most of the program was financed through the
“Retraining” grant that was obtained through Bamberg-Ehrhardt Middle School and Ehrhardt Elementary School. The MAP program will not be implemented at Campus A because the Reading First grant states that there will be no new testing during the duration of the grant.
· Special Education teachers will use the “Excent on Line” program this year to record IEPs. Teachers have wireless computers in order to do work at home.
· The graduating class of 2006 received $1,534,250 in scholarships.

7. Overview of School Opening
- Richard Carroll Elementary School: Campuses A and B – Skipper Smith
The year began with a very good school opening; parents received a calendar, school supplies list and an invitation to meet their child’s teacher prior to the opening of school and over 80% of the parents were in attendance; and the enrollment is the same as it was at the closing of school -- 644.
- Ehrhardt Elementary School – Mr. Jamee Barnes
The opening of school was great; two nights for open house were held -- half of the
staff met one night and the other half the next night; gender grouping has been
implemented in the second grade; the building is being kept clean and orderly; and the
scheduling problems have been worked out.
- Bamberg-Ehrhardt Middle School – Robbie Kearse
Enrollment is currently up by one student from last year (382); seventh grade students will be blocked this year in math; all students will now have a hundred minutes of math per day; and the MAP testing program will be implemented.
- Bamberg-Ehrhardt High School – Randy Maxwell
The opening of school was smooth; all personnel positions have been filled which consists of 56 employees; the student enrollment is 510 and there are approximately 250 students involved in extra-curricula activities in the afternoons; Distance Education is being piped in and a psychology class from another school is offered to students; seniors are taking advantage of courses through USC, Denmark Tech, and Voorhees College; expectations are very high for academics and student behavior; and a lot of emphasis is being put on absences and tardies since the policies were revamped.

The district does not deny any students the opportunity to take the ACT test, even if the student has not been properly prepared.
9. Facility Update – Dr. Starr
The mile and half school bus regulation is causing a traffic jam down McMillan Street and there is no solution to the problem that wouldn’t cost a lot of money; the district is in need of a new elementary school; all teachers in the district are highly qualified with the exception of two teachers at the middle school; there are 173 certified staff members – 40 are either on TERI or have already retired and are still working. If all 40 were to retire at the same time, there could be a problem; and all kitchens are air conditioned but the system does not work well enough to cool them.

11. Monthly Financial Report
The finances are within its parameters for this time of the year; C. C. McGregor will conduct the 2005-2006 audit in September; the budget was not padded as some districts, however, it was increased by 3 mills which is the amount allowed; there is a concern with the way the state releases funds – one/twelfth comes in each month and a lot of this money is spent upfront; and lottery money is used to pay expenses in 4K and 5K but it doesn’t come in until November. This is hurtful because there isn’t a large cash flow balance; and plans for the referendum will be spring of 2007.

13. Executive Session
Chairman Dale Padgett called for a motion to enter Executive Session. Vice-chairman John Bamberg made a motion and Trustee Sheri Seigler seconded to enter Executive
Session. The motion carried (4-0). The purpose for entering executive session was to discuss:

Vice-chairman John Bamberg made a motion and Trustee Sheri Seigler seconded to accept the employment of the following employees for the 2006-07 school year:
1) Charles Alan Corrie – P.E. teacher – Campuses A and B
2) Lawanda Johnson – English/Language Arts teacher – B-E Middle School
3) Joanne G. Calder – Math teacher – Bamberg-Ehrhardt Middle School
4) Jametta La’Shay Black – Long-term substitute math teacher – Bamberg-Ehrhardt High School for an unspecified number of days of the 2006-07 school year
5) Derrick Andre Ford – Paraprofessional Aide – Bamberg-Ehrhardt Middle School
6) Cheryl Elaine Maynard-Ryan – Paraprofessional Aide – B-E High School
7) Jane Ann Williams – Music Teacher – Campuses A and B
The motion passed 4-0.

Vice-chairman John Bamberg made a motion and Trustee Sheri Seigler seconded to accept the attendance transfer requests of the following for the 2006-2007 school year.
