Minutes of Regular Meeting of Board of Trustees
Richard Carroll Elementary School – Campus B
August 22, 2005
7:40 P. M.
Members present: Chairman Dale Padgett, Trustee Donald Mallory, and Trustee Stacey H.
Long.
Absent: Vice-chairman John E. Bamberg and Secretary Sheri Seigler
1. Call meeting to order: Chairman Dale Padgett called the meeting to order and
asked the audience to repeat the Lord’s Prayer.
2. Notice to Media: In accordance with the S. C. Code of Laws, Section 30-4-80
(e), as amended, the following have been notified of the time, date, place and agenda of this meeting:

3. Approval of Minutes
The minutes of July 25, 2005, were approved as presented.
4. Approval of Policy Manual Revision: SCSBA
Superintendent Schwarting reviewed again and asked the board to allow South Carolina School Boards Association to update the board policy manual and do a search engine at a cost of $6,000. It will take a year to complete and update the policy manual. A hard copy of the policy manual as well as a CD will be provided for the district at the completion of the project. Money for this project was allotted in the district’s 2005-2006 budget.
Trustee Stacey Long made a motion and Chairman Dale Padgett seconded to give South Carolina School Boards Association permission to update the board’s policy manual and do a search engine at a cost of $6,000. The motion passed 2-1 (Trustee Donald Mallory voted no).
Upon Trustee Donald Mallory’s request, the board verbally agreed to review the proposal from South Carolina School Boards Association on placing the board policy manual on the district’s website at the conclusion of the updating of the board policy manual.
5. First Reading: Board Policy GBED – Tobacco Free Schools
Superintendent Schwarting reviewed for first reading Board Policy GBED – Tobacco Free Schools. This policy does not permit smoking in any district-owned buildings or on district-owned property, including athletic facilities. The policy also does not permit smoking at any district-sponsored events, such as field trips or athletic events, whether on
or off district property. Smoking in this policy means all uses of tobacco, including cigarettes, cigars, and pipes and all smokeless tobacco, including chewing tobacco and snuff. “No smoking” signs will be conspicuously displayed in all schools and other district-owned facilities. Violation of this policy by employees may lead to disciplinary action. The policy will be presented for second reading at the September board meeting along with the consequences of disciplinary action.
6. Student/Staff Recognition
Superintendent Schwarting reported the following:
· Kyle Stokes, a rising 5th grader at Richard Carroll Elementary School Campus B, won the free throw contest for his age division at the University of South Carolina’s Dave Odom Basketball Camp the week of July 24.
· Mrs. Suzie Morrell, 5th grade language arts teacher at Richard Carroll Elementary School – Campus B, has two 140-minute classes which are a true cross section of students, and all of her students scored basic or above on the PACT test.
· Approximately 30 Bamberg-Ehrhardt High School students participated in the Emerging Scholars Program at Clemson University during the summer.
· Jennifer Rahn attended a NRECA Youth Tour in Washington, DC. The program was sponsored by Edisto Electric Co-op. Jennifer also participated in Emerging Public Leaders at Furman University.
· Chrissy Walter, J.J. Hutto and Bretta Cook attended Summer Science and Engineering Camp at Clemson University this summer.
· Haley Smith attended 4-H Camp at Clemson.
· Several athletes attended Soccer, Football, Golf, Softball, Basketball, Volleyball, Wrestling and Baseball Camps.
· Bretta Cook and Jesse Miller were nominated for the Wendy’s Heisman Award.
· Andrea Blume received an Honor Award - Special Citation for Exceptional Volunteer Service for her dedication to the American Red Cross of Bamberg County, particularly her outstanding leadership with the Junior Red Cross, her help with blood Drives and assistance in the summer nursery schools.
· Mrs. Faye Bellamy, a kindergarten teacher at Richard Carroll Elementary School – Campus A, was awarded the South Carolina D.A.R.E. Teacher of the Year for 2005 for her enthusiasm, dedication and commitment to the D.A.R.E. program and the children she teachers.
· Sergeant Adrienne Blume, D.A.R.E. Officer, received the President’s Award for 2004-2005 by the South Carolina. D.A.R.E. Association..
· The administration received an article on how Junior ROTC creates better students from a meeting attended by Sgt. Celvin Mitchell, ROTC Instructor.
7. Superintendent’s Report
Superintendent Schwarting stated the following:
· According to a preliminary report on No Child Left Behind, Bamberg School District One has no schools identified for School Improvement.
· The District’s Strategic Plan, Bamberg-Ehrhardt-High School and Richard Carroll Elementary School Renewal Plans were approved by the State Department of Education. Bamberg-Ehrhardt Middle School and Ehrhardt Elementary School have a few things to include due to some training money they received. These plans will guide the district for the next five years.
· Colored coded 2005-2006 School Calendars were issued to board members, students, and staff.
· A letter was sent to Representative Thomas Rhoad from Superintendent Schwarting thanking him for his support of public school education in the state and, in particular, Bamberg School District One, as requested by the board.
· Handout: Curtis Williams, School Bus Supervisor Memo – School Bus Laws
Mr. Curtis Williams asked the board to authorize him to enforce the following school bus laws:
- No child is allowed to ride the bus unless they live at least 1.5 miles from the school in which they attend.
- The school bus is not to go less than .5 miles off of an established route.
- The school bus is not allowed to stop less than .2 miles between stops.
When the above mentioned rules are neglected, the district has to pay the State “hazardous mileage”. Last year the district paid approximately $1,100.00 for hazardous mileage. The district has overcrowding problems and a shortage of bus drivers. Three double routes are being run at this time.
The board agreed verbally to enforce the school bus laws within reason and work with parents.
8. Overview of School Opening
Richard Carroll Elementary School: Campus A & B – Skipper Smith
The school year began with a smooth opening. Student attendance has increased. The current enrollment is 411 and more students are expected after Labor Day. New teachers at Campus A are Lisa Parrish, special services; Becky Proctor, media specialist (Campus A and Ehrhardt Elementary); Lucky West, PE (Campuses A and B); Deanna Bates, special services; and Samantha Bonnett, speech (Ehrhardt Elementary and Campus B).
Ehrhardt Elementary School – Ronald Bunch
The school year began with a smooth opening.
Bamberg-Ehrhardt Middle School – Robbie Kearse
The opening of school went very well. New teachers are Heather Kirby, 6th grade language arts; and Jim Brannen, student services. The student enrollment is 387.
Bamberg-Ehrhardt High School – Randy Maxwell
Officer Eric Bamberg reported in the absence of Principal Randy Maxwell that the high school had a smooth opening and the freshmen class is very large.
9. 2005-2006 District Goals: As taken from District’s New 5-year Strategic Plan
Superintendent Schwarting reviewed the 2005-2006 District’s Goals as taken from the District’s new 5-year Strategic Plan as listed below. Most of the goals are academically oriented. See attached goals.
10. Test Scores - Act
Superintendent Schwarting will review the ACT and PACT test scores at the September board meeting.
11. Facility Update – Dr. Starr
Assistant Superintendent Dr. Rick Starr reported the following:
Carpet has been installed in four classrooms at Richard Carroll Elementary School – Campus A due to mildew. Air conditioning units have been taken off the Energy Management System and repaired. A large amount of electrical work needs to be done.
12. Monthly Financial Report
Superintendent Schwarting reported in the absence of Finance Director Devon Blume that all of the accounts from the previous year have not been closed out. The 2005-2006 financial report indicates that the district is in good shape with the exception of Maintenance and Repairs. The report does not reveal, however, some encumbered funds.
13. Visitors’ Comments
Ms. Theresa George, parent, appealed to the board with a request for her child, Anastassia Williams, to be picked up directly from her childcare provider at 2327 Cannon Bridge Road in Bamberg. Due to a revised bus route and bus stop this year, her 7-year-old child has to walk alone to a bus stop. The childcare provider is not available to walk the child to the revised bus stop and the traffic is heavy in the area.
Resource Officers Eric Bamberg and Stephanie Ransom gave a demonstration on how students could hide weapons under shirts that are not tucked. They asked for support in demanding that shirts be tucked again. Superintendent Schwarting responded, with support from the board, by stating that a letter would be sent home to parents rescinding the section in the handbook regarding un-tucked shirts.
Trustee Stacey Long inquired about students using cell phones at school. Resource Officer Stephanie Ransom responded by stating that according to Chief Morris from the Bamberg Police Department, they could not do reports on stolen or misplaced cell phones anymore. If a phone is taken from a student, the parent will have to see Chief Morris.
14. Executive Session
Chairman Dale Padgett called for a motion to enter Executive Session. Trustee Donald Mallory moved and Trustee Stacey Long seconded the motion to enter Executive Session. The motion carried (3-0). The purpose for entering executive session was to discuss:

Open session: Chairman Dale Padgett declared the board out of Executive Session.
A. Employment Recommendations
Trustee Donald Mallory made a motion and Trustee Stacey Long seconded to accept the employment of Michael Harris as custodian at Richard Carroll Elementary School – Campus A for the 2005-2006 school year. The motion passed 3-0.
B. Hardship Cases
Trustee Stacey Long made a motion and Trustee Donald Mallory seconded to accept the attendance transfer requests of the following students for the 2005-2006 school year. The motion passed 3-0.
Ø Nytaya Wallace from Ehrhardt Elementary School to RCES– Campus A;
Ø Cecil Scotty Folk from Ehrhardt Elementary School to RCES– Campus B;
Ø Dustin Folk from Ehrhardt Elementary School to RCES– Campus B;

Trustee Stacey Long made a motion and Chairman Dale Padgett seconded to accept the attendance transfer requests of Harley B. Nix (2nd grade) from Richard Carroll Elementary School – Campus A to attend Ehrhardt Elementary School for the 2005-2006 school year. The motion passed 2-1 [Trustee Donald Mallory voted no].
Trustee Stacey Long made a motion and Chairman Dale Padgett seconded to accept the attendance transfer request of Austie Connelly (4th grade) from Richard Carroll Elementary School – Campus B to attend Ehrhardt Elementary School and Alexis Connelly (1st grade) and Jayna Connelly (1st grade) from Richard Carroll Elementary School – Campus A to attend Ehrhardt Elementary School for the 2005-2006 school year. The motion passed 2-1 [Trustee Donald Mallory voted no].
C. Student Transfer Requests
Trustee Donald Mallory made a motion and Trustee Stacey Long seconded to accept the attendance transfer requests of the following students for the 2005-2006 school year. The motion passed 3-0.
Ø Precious Kirkland from Denmark-Olar School District Two to attend school in
Bamberg School District One;
Ø Johnny Calixte James from Orangeburg Consolidated School District Three to
attend school in Bamberg School District One;
Ø Taylor Nobles and Courtney Nobles form Denmark-Olar School District Two to

Ø Joseph Carter and Kimberly Carter from Colleton County School District to
attend school in Bamberg School District One;

With no other business before the board, the chairman adjourned the meeting.

2005-2006 District Goals
1. The percentage of students who score Below Basic in ELA will decrease as measured by the PACT Assessment in grades 3-8.
2. The percentage of students who score Below Basic in Math will decrease as measured by the PACT assessment in grades 3-8.
3. The percentage of students who score Below Basic in Science will decrease by as measured by the PACT assessment in grades 3-8.
4. The percentage of students who score Below Basic in Social Studies will decrease as measured by the PACT assessment in grades 3-8.
5. The percentage of students passing the HSAP exam in ELA (Level 2 or above) will increase to 88% by the year 2010.
6. The percentage of students passing the HSAP exam in Math (Level 2 or above) will increase to 86.3% by the year 2010.
7. The percentage of high school students who score Level 2 and Above on the first attempt on the HSAP (ELA and Math) will increase.
8. The percentage of students scoring 3 or better on AP exams will increase.
9. The scores on the SAT exams will increase.
10. The scores on the ACT will increase.
11. The percentage of students scoring C or better on the End of Course test in Algebra I/Math for the Technologies 2, English, Physical Science, and Biology will increase.
12. The number of teachers that will be technology competent by the time their certificate expires will be 100 percent by the beginning of the 2007-2008 school year.
13. The number of instructional paraprofessionals that are highly qualified as defined by NCLB will be 100 percent by the end of the 2006 school year.
14. The number of core academic subject area teachers that are highly qualified as defined by NCLB in the appropriate content and level by the beginning of the 2006-2007 school year will be 100 percent.
15. A curriculum coordinator for each of the core subject areas as identified by NCLB will be employed by school year 2010.
16. The number of parents expressing satisfaction with the elementary, middle, and high school learning environment will improve.
17. The number of parents satisfied with home-school relations at the elementary, middle, and high school level will improve.
18. The percentage of 4K students who show an increase on the Dial-3 assessment will increase.
19. The percentage of kindergarten students who score “consistently demonstrates” on identified skills as measured by the SCRA checklist will increase.
20. The percentage of students who score at grade level in Reading (grades 1-3) as measured by the Stanford 10 will increase.
21. The percentage of first and second grade students who score 3 or higher on a district designed end-of-the-year writing sample will increase.
22. The percentage of first and second grade students who pass the district designed math post test in the school adopted math text will increase.
23. The percentage of 1st and 2nd grade students who pass teacher/text made Science unit tests will increase.
24. A facility study will be conducted to determine the physical needs of the district. Using the results of the facility study, an architectural firm will be employed to develop the necessary plans upon board and voter approval.
